You might have less trouble asking people to see you a copy, rather than asking them to scan you a copy (even if you're paying in both cases). I think it's easiest to just keep an eye out on their social media and be ready to pounce when they put their artbook on sale again. If you do ask the artist politely, you might get an estimate on when they're planning on releasing the next batch.
