in that animation cloud has a completely flat chest, decent shoulders, and his hips and legs aren't particularly wide. he's depicted like a lot of twinks look like (including me if I had a longer torso)
in fact, that Cloud also has decently thick arms too (thicker than mine desu)
you may have visual spatial reasoning difficulties, keep in mind the camera angle is focused on his groin so the entire hip area looks bigger because of the angle, good luck and have fun
