Economic incentives, it takes a lot of money to get a colony sent up into orbit and out toward mares, then continually support them until they're economically viable
The new world colonies were very fragile until silver and tobacco were being pumped out and making a shitload of money for their sponsors

No, it means unless there is plenty of a resource Earth really wants on Mars that they would pay dearly for, most companies/governments won't bother because that money would go off world rather than in their pockets

Realistically, we have the tech to be there now.
1. Send unmanned flights with resource capsules.
2. Resource capsules would be full of soil, seeds, o2.
3. Deploy automatic method of unfolding solar panels.
4. System plants seeds once habitat is at optimal temp/o2.
5. Dome starts making its own o2 as plants start to grow.

Mars is a shit hole but humans need to be multiplanetary eventually.
