I go into local supermarket and they still have rolls of plastic bags that people help themselves to, the bags are just smaller and dont have handles. People grab bunches of them. Then people buy pack of novelty chocolates or biscuits. Each and every fucking item is individually wrapped in plastic like OP's picture. Stuff out of Asia is typically bad for this. Packaging within packaging, all plastic. They dont give a fuck. The efforts of a western nations are merely validation upvotes and dont matter anyway because companies and people find a way around that causes just as much waste if not more.
If anyone really wanted to do anything they would stop stupid people from breeding. That is the only real solution.
