This has been the case for all of human history. While there might be some genetic component to intelligence, random successful individuals tend to lead the way with scientific progress regardless of their genetic background. Genetics here isn't really the main concern, access to education is a better indicator

i think we need to reverse these trends
I don't mean castrating people, but instead enacting measures that promote intelligence so that instead of losing brain cells we gain let's say 3 IQ points per generation or so, just soft measures here and there, cultural changes etc

How would you go about screening "inteligence" without the risk of altering other succesful traits not related to inteligence? This is purely anecdotal but in my experience the most inteligent people I have met struggle in other important areas like athleticism, or are too specialised in specific tasks. Our brains may be shrinking but that could easily be caused by outside factors such as microplastics and so on. Our brains have not had enough time (on an evolutionary scale) to adapt to modern changes in usage (Over reliance on technology for memory, sedentary lifestyle reducing challenges to overcome and more). Is it feasable to increase iq with selective breeding when our knowledge of practical geneology is as much based on chance as it is logic?

It has to just be done slowly.
no welfare for people below an IQ of 85 (unless they had an actual brain injury, then OK those may get welfare)
IQ may not be perfect but for measuring impaired intelligence it's good enough.

Also the culture needs to change. Culture is anti-intellectual

Size means very little compared to other traits expressed by the brain. If neurological wiring is more efficiently organized than prior generations intelligence will maintain.

Only as far as the global IQ and even then it's been because of population growth in some countries compared to others. But global IQ has never been the barometer for progression of technology and science. The ancient Mediterraneans and Chinese were the ones pushing progress forward while the Nordics and Japanese were mud building retards. Recently it's been the reverse.

Because capitalism punishes smart people who allow external and internal expenses like children to threaten their lifestyles. While in turn rewards those smart people by creating environments that produce people foolish enough to spend money they work for on materialistic goods that are not necessary for survival.

Only way to reverse it is either rethinking the entire system currently or utilizing genetic engineering.
