That's a more interesting question. How does the time until the heights will always be within distance epsilon of each other vary with the viscosity? Extremely high viscosity, as molasses, will take a long time to reach equal heights. Low viscosity could oscillate a long time.

evaluate left to right for operators of the same
precedence

If that is a straight distance between the two then it depends on the celestial and other large mass bodies around. If you only consider the Earth, if it is midway between the two and the apparatus is level then there is no distance. If one is radial to the earth's radius and the other extends perpendicularly outward, then any distance it is false, but only immeasurably so. If you want a fixed distance, you have to provide measurement tolerance first
