This evolution is the formation of brain circuits which make up a person's personality and consciousness. A brain, that loses brain wave activity, is no longer conscious, because the simple act of neurons communicating with each other produce the result of consciousness. You can have a healthy brain, but no activity. No activity results in zero consciousness. You can't have one without the other.
