No it's dependant on flags. Wouldnt know how to gain IPs. So there is a possibility that a few might be using VPNs, but I doubt it's a significant amount, that could sway these results.

why use "we" when you aren't capable of doing such a thing. if a european native imagboard were to be created, you would not be amongst the people doing that creation, because you don't know how, so why use "we"?

but you don't know how to make an imageboard website, so why do you include yourself amongst the people who would be working on your imaginary european imageboard?
why haven't europeans bothers to create their own imageboard? too lazy or unskilled? do they all spend their time bombastically demanding that "we should make an imageboard" when they aren't capable of doing so?

Well I mean it's some basic web API's. I would be what? Like a few lines of python, a few lines of React (it might be so small that it might be easier to just write raw HTML and serve the page directly), and then maybe an S3 bucket to store images. what is the source of your doubts? is it lack of inside knowledge? are you taking advantage of your own ignorance to paint a pleasing, but false narrative in which you have superior knowledge and insight which doesn't exist in reality? 4chan has literal millions of IPs banned, over 90% of those bans are for "proxy, vpn or tor exit node"
