(p -> q) -> (~q -> ~p)

is
(p -> q) -> ((q->r) -> (p->r))

(the former being a special case of the latter when r=F)

But the other direction
(~q -> ~p) -> (p -> q)
for which you also stated some example or softs, is not constructively valid. Use with caution. I mean you can use it to do arithmetic, but you shouldn't use it to draw logical conclusions in a more broad sense
