He doesn't own twitter, he has the majority stock position. That form is just a form that is required to be filed once you own >5% of a company. He will have influence, but it's a far cry from buying the company.

Reading up some more on biz I am now more informed and can correct this. He does not own twitter, his current position is still 9%, but he just made an offer to buy them and take the company private. If they don't accept in all likelihood he will dump his shares
