How strong is the correlation between iq and chess ability? Why is learning at a young age so important? How could brain plasticity matter so much for chess but people can get their math phd's in their 40s and beyond?

You need iq high enough to memorize patterns. If you have ocd and it's channeled at young age being GM is very attainable, see Nakamura. He himself claims to have 102 iq. You need a lot of creativity to venture beyond chess theory and that's where intelligence plays a large role. Majority of the chess world isn't that regardless of how much they'd like you to believe that. Majority simply copies the genius of others and that's how new layers of chess are introduced.

Modern chess is a lot different than chess 100 years ago. For the most part chess has been solved, most of the grandmasters memorize enough lines that they can just play positionally in a superior way. In the past positional chess was a lot more difficult, as for the most part the game's strategies and lines hadn't been optimized, so they lost a lot out a lot to tactical styles. Positional chess is a lot more about rote memorization of lines over tactics, and imo is a lot less G loaded than strategic play.

Thats not how it works, you're misinterpreting what you're seeing because you're taking the low IQs' point of view. What happens is that high IQs discover patterns which are genuine, but are too complicated for the low IQs to understand, so the low IQs instead substitute a delusion. Mental illness is a low IQ trait, high IQs don't get confused early that way like the people with lesser brains do.

this is the problem I have with chess when I try to get back into it, for me the part that appeals is the strategic aspect not really memorizing patterns and lines thats just boring, I play so I can peer into someone else's mind. I'll still play until I find something that suits my fancy but its true that chess has changed much over the years, Im very young and even I can see that.

There have been many attempts to add a third spatial dimension to chess but adding a time based dimension to the game would make it less prone to memorization techniques. Uncle Bob suggested an easy way to change the roteness of chess and make it more G loaded a long time ago, which was make it so players could chose where to place their backline pieces on the back line.
Another good angle is incomplete information, eg dark chess, or kriegspiel.
And another, more esoteric angle, is variegation of piece rules, like in penultima.
