India's Brahmin caste (70 millions) already has an average IQ of 110, imagine if they raised it to 140 over a couple generations. A population of 70 million people with 140 IQ can get insane things done, and that's not even counting the other castes.

Now, IRL this probably won't happen because people in other countries will warm up to genetic engineering for IQ over time so it won't be an India specific thing, but still.

Depends on the country and methodology. If its a large enough country and its useage of the technology is voluntary, nothing will happen on the political landscape. Maybe politicans and groups of other nations will see the necessity of implementing such technology after its successes, first because it would increase the abiltiy of population and create greater health and second because competition of systems/states will ensure that no nation that strives for a future, prosperity will need it to simply compete with other systems.
If rogue nations would implement it then its demonization will be easier to propogate and even a augmented population can`t raise a nation into a superpower. Even a augmented NK would stay politically stiffeled and isolated and yet its implementation would be more focused and instead of creating different modification types a dictatorship could create a perfect population with a set personality.

Not this way. Especially intelligence, which is nigh impossible to measure. High IQ people are defective. The world was built by people who would measure 60-70 by todays standards, anything on top of that is mostly delusion.
Also it's incredibly difficult to pick the exact gene even with a strictly mendelian trait. Anything purely statistical is likely to be wildly wrong.

Alan Sokal, who is a physicist and has an high IQ criticised exactly this back in the 90s and it hold true to this day. In average the dumber person is more likely to hold delusions and be manipulated or hold in ignorance or even worse willfully ignorance, decrying all complexities that go against their perception of things as gibberish.

No they are not, the IQ 60 did it, and some of them used to be elites. High IQ "intellectuals" ruined the society, which kept on going despite their presence and not because of it. But it seems it will collapse soon now that the illness affects the majority, unless it could be somehow fixed. Which is unlikely since the causes are unknown.
