It's conceivable the reason SpaceX haven't supplied the information to the Army Corps of Engineers is specifically that the permit review is linked closely with the PEA so they won't submit until they've finished hashing out the details with the FAA and found a justification for not having KSC as a No Action Alternative, but who knows.
