one could also use AI to auto generate content specifically for the user and do packet injection, so no one but them will see it

1.) Mass media to send out the message universally
2.) Credentialed """experts""" recognized by the ruling government making the claim
3.) The implication made through the claim that anyone who doesn't agree with it implicitly is a bad person and should be ostracized
