My 2nd floor neighbor is always smoking during the night on his window and throwing the smoke to my room (3rd floor).

I don't want to talk with that trash because I will probably not control myself.

I want to fight fire with lava, so I need to come up with something to be able to create smoke and throw to his window when he starts smoking.
What can I use to generate smoke so aggressive that he must close his window?
I already have an air duct with 800mm and a duct fan with 1500cfm I just need something to generate smoke in a container (not to contaminate my room).
