If Elon Musk could launch a car in a Falcon Heavy in a general direction to Mars, he can certainly launch an Starship towards Mars by the end of the year if he wants.
It would be a publicity stunt, but it would be a good one.

Yeah, but one thing that is promising about Musk is that he is persistent. The feds are putting up ceilings on him because they are going to do what any empire does: make sure that a colony is in their interest. Imagine we go to Mars and find a grip of new things and government has nothing to do with it but instead corporations. A corporate owned planet with its own cache of resources and advanced technology could easily enslave this planet or kick the prior rulers out.

FAA in a Democrat controlled govt.
Biden HATES Musk... Musk is not WOKE enough and most importantly Musk does not have union employees that the Democratic party can milk for million of dollars of political donations a year.

Notice the FAA keeps delaying their environmental review of SpaceX.
Musk has little pull in the Government so they keep delaying their review.
Rest assured if Musk donated several million dollars the Democratic party the environmental review would be some tomorrow.
