Since water freezes at 0 degrees celsius, does that mean if I keep it at +0.0001 degrees it won't freeze no matter how long? What's the actual margin of error?

Water doesn't freeze at 0 degrees. The freezing point of water was choosen as the starting point for temperature

the point was I was wondering if temperature measurement and freezing point was a super precise scientific measurement, or if it was a semi-arbitrary and some-what subjective measurement.

It's quite a precise measurement, depending on what you're doing. If you want to know the room temperature then you won't use the same measurements and devices as when you're trying to use a superconductor that need precies close to absolute zero temepratures, or the fusion reactors millions of celius

It might because not all the temperature is .000001 degrees throughout. There’s going to be some patches which it will be less than 0, so freezing is a possibility.

Temperature is a bulk statistical quantity used to stand in for the fact that we can't possibly know the kinetics of every last atom/molecule/particle at a given time. It's a blanket description of the motion of a bunch of shit. If enough water molecules slow down for long enough near each other the attractive hydrogen bonds will organize into a crystal lattice. Theoretically this could happen in a volume of superheated steam, but it's absurdly improbable. Depending on how close you got to freezing and what sources of crystal nucleation were around it's easy to imagine small crystals briefly forming. It'd be the opposite effect as supercooling, only the liquid would be the ground state instead of the solid.

Wrong. Kelvin is the scientific temperature defined at 0K for absolute zero. The gradations of Kelvin are defined via the gradations of centigrade, which is defined as 1/100th the difference of water boiling and melting at STP.
