if you shoot light at the solar panel and hit only the solar panel, nothing outside of the machine would be light. there would be no reason to make the device.
if any of the light from the bulb is reflected off of the solar panel or does not hit the solar panel, the system will run out of the energy from the escaping light, even with a perfect energy conversion loop from the solar panel to the light bulb back to the panel.
