We can already derive entire wavefunctions thanks to observations and simulation. Perhaps state collapse is a discrete function of the universe, every specific collapse is inherintly tied to its relative surroundings. ie, we don't know if shrodingers cat is alive or dead, but there will be a cat in the box when we open it.
