Slowing Down and Speeding Up Recorded Sound

I used to think it was incorrect when audio that was slowed down would sound deeper, but now I realize that by slowing it down, you are literally shifting down all the frequencies in the frequencies in the audio by elongating the waves. When you watch this video, whenever he replays a clip in slow motion, you can hear this really odd background noise. I've heard this background noise before when I was playing Star Wars: Battlefront II on PCSX2. When I would press the key to slow down the gameplay, I would hear this exact same noise in the background. Why is it that this weird noise always occurs when slowing things down?
