It is shocking that Rochester EDU page is allowed to stay up. I've seen it be sourced so many times when it doesn't even have a source of its own. It's basically a university spreading misinformation.

I've read that it's structurally mature by 14/15 but is still mylenating gray matter into one's 40s. By structurally mature I gather that means mature enough to function for adulthood/operates the same as adulthood.

That's an old myth. They used to say 21, they say 24 or 26 sometimes, but more often nowadays they say the brain is maturing until at least 30/into the 30s.
