Price only goes down if supply increases compared to demand, if they are just increasing supply to meet demand, it doesn't lower price, it just consumes more resources overall.
Direct the rain to turbines and generate power with it, then you have increases supply.

My thought would be that infrasound would immediately attenuate in the atmosphere. I think the best way to steer clouds would be to seed the atmosphere with nanoparticles and then use ground based antennae to broadcast the the nanoparticle's thermal resonance frequency, thus creating atmopheric pressure gradients.

I don't know it would use the airstreams as water pumps, but i cant imagine its more efficient as pumping it conventional. Maybe if you have very moist air ova the ocean and very dry air inland it works.

You dont need to lift the water if you use sound nodes in the air. It would use the entropy of gasses to pump it.
