I would be surprised if we struck first if more than 100 warheads hit back in retaliation and it could be as low as zero.
Whoever strikes first is probably Nazi Germany ^ knuth symbol in history so especially when you have a conventional capability of doing what you might want to do otherwise and a desire to survive, it doesn't make a lot of sense to do it. Not sure Pootey can make either of those claims.
