Yes and? It still takes millions of years. If there is intelligent life out there then simple life must be much more common, thus you would see oxygen rich planets everywhere. They aren't a threat to expanding civilization.

Maybe oxygen, due to it psychoactive properties, always leads to insanity and depravity so is defacto banned through avoidance by the reigning galactic empire so they don't even suspect there is a specific branch of life that could possible depend on and thrive in an oxygen rich environment.
