There is no aim or motive into the future, thus there is no conception of "work in progress". Something may develop overtime that gives this impression of conscious addressment of a selective pressure over time, but it is an illusion. There is no agenda on the part of genetic mutation and population variance. Evolution is more akin to a mindless machine boiling and throwing spaghetti at a wall, and some of that spaghetti sticks. Then taking the spaghetti that stuck off the wall, cutting it up into separate parts, sometimes cooking some of the new strands differently, and throwing it all back at the wall again. No intent or future planning.
