Depends entirely on the pressures involved.
We artificially exerted evolutionary pressure on wolves over a shorter period of time. Human societies put the organisms living in them under different pressures than nature does. Assuming that human biological development happened at the exact same rate throughout all of our social changes is entirely unreasonable.
