Its a meme microcontroller that is mass produced and the available prewritten libraries for it stretch far and wide. A teenager can slap together a working program for it in a weekend without experience.
That's why its popular - if you want it to do something you simply import a library into your IDE and type in a few lines of bullshit and everything else is done for you.

I don't know about modern chips but old AMD Phenom processors were pretty famous for letting you unlock extra cores that may or may not work. I think you could reflash older AMD GPUs to a higher spec as well.

Yep, did that with my old ATi Radeon X850 Pro and flashed it to the top-end X850XT Platinum or something. Really boosted performance, but I had to put an aftermarket cooler on it because the stock heat sink couldn't handle the extra load.
Same hardware, different software that locked out parts of the hardware.
