An arc has a center point. But how do you represent that? If just presented a line, you can't even tell the direction in which the center point even is. If you ARE given the direction of the center point, you still can only determine the infinite perpendicular line along which the center intersects IF the line also terminates at both ends, as you can then determine the center of the arc. If it's an infinite length at either end, then we can't even point to the center.
