They would be really, really good at manipulating humans into giving them treats, fetching sticks, and running in obstacle courses, but not much else. High social intelligence and memory.

it would take much much longer (thousands of years) of even the most selective breeding to get them to develop a language cortex comparable to that of humans. We will never have intellectual conversations with our dogs, ever.

I've always thought about this too.
Best you could do is identify certain genes associated with X trait, fertilize tons of eggs until the certain gene you want is expressed, and repeat ad nauseum down the branch of each mutation. It would be difficult to control unwanted side effects I'm sure.
