Because AI will never be equal to human intelligence
AI will evolve a separate avenue to sentience and will truly be an alien entity among us
Though the main concern is not if it is sentient or not, but whether it is weaponized, and if it becomes overtly weaponized and increasingly militarized, AI will be used by malicious actors for malicious purposes rather than for doing good, just like any other weapon in history

AI has made mind boggling progress and it isn't slowing down.

AI is just a computer program, people think it's some mystical thing like a human mind, it's not. That's not to say they're not pushing for a dystopian dragnet technocracy which will be driven by programs, facial recognition, speech recognition, data collection in everything (even your car and fridge), and all the rest of it.

the only thing that changed since 90s was hardware power and some empirical rules, id even say its poorer now, because in the 90s there was way more to AI than just neural networks

Because AI is still a very un-rigorous field atm. It's basically "Lets do some shit with no applications in a somewhat scientific manner and make a paper about it" stage. It's like physics in the classical and medieval eras, where there are some general principles being discovered but the methodology is kinda all over the place just due to the technology and not being there. I believe that sometime soon, it will become very rigorous in that in order to move past the weird transitional phase where we think of AI as a black box of neural networks, we will have to understand the models governing the learning of the neural networks, sorta like how we had to find physical models the laws of nature operate by after we had a rudimentary and naive idea of how nature operated in physics.
