How does hypogonadism, low free &/or low total testosterone, affect male cognition during puberty? Can the damage be reversed after puberty by means such as TRT?

Yes, just unfuck yourself.
If you are fat, then lose weight.
Walk every day an if possible visit a gym a as many times a week as you can.
Eat mostly natural foods and drink mainly water.
Getting enough sleep is by FAR the hardest part of staying healthy, turn the world off, lay in bed and read for 20-30 minutes then set at least 8 hours aside for sleep.

There's negative effects that have been discussed, mainly with immune response, depression and libido. I would guess that side effects range between people, much like they do with other deficiencies and illnesses.
