When your are able to think about your own thoughts, it generates a feedback loop in the thought process. Your thoughts influence the realization that you are thinking while this realization influence your thoughts themselves.
I believe this feedback loop is the source of our own consciousness and free will.
In telepathy, you are able to read what people are thinking but you are not able to influence their thinking, thus there is no feedback loop.
