no they don’t, they teach absolutely nothing of empirical reasoning or the scientific methodology necessary for rigorous experiments in CS. Scientific computing is mostly pushed forward by applied mathematicians, physicists, and chemists. It is overwhelmingly dominated by non-CS types.

I disagree on some level. They would need support or team work with CS/Engineering experts since they would deal with graphics/OS(which is long to learn like Ubuntu or Windows)/Hardware so they couldn't have done it alone.

it's both a tool and a field
As a tool, yes, you have to apply scientific computing some way in your research (even something as simple as pyplot or matlab)
As a field, like data science, there are conferences and journals that continue to improve that subject. You need to understand the methodology of acquiring and sanitizing insane amounts of unstructured data, figure out what information you want to get out of that data, and that will determine what data analysis techniques you need (classification, regression, etc.)

The open source world already handled that for them. It's possible to wire up a jupyter network to an HPC cluster via Dask and just give the scientists a URL and some login creds. All you need is sysadmin/devops support, not CS or CE types on staff.
