There has to be change and upheaval for the incentive to evolve. Our moon creates tides, and those tides lifted sea creatures up into tide pools and left them there, and over time they had incentive to learn how to traverse the tide pools, and eventually the land beyond. Humans gained significant intelligence when they moved to areas with seasons. It required them to be extremely conscious of the future or else they would die. The humans in areas without seasons however are of lesser intelligence. So no, life on a planet where literally nothing happens would never create any significant form of life. Maybe if you wait 2 more weeks, something may pop up.
