They're basically saying "pick a pair such that X is to Y as 985257 is to 763035", and using the colon to signify an analogous relationship, which I've seen before, but they're utter smoothbrains, so this convention it in a context where it is highly misleading, and call it a "proportion" just to make things more confusing.
