Something being wet is a material property of something getting in contact with water. There are materials not getting wet when submerged, or splashed with water because they wont soak it up. These require a weting agent to make water adhere to it by breaking its surface tension. Cleaning agents mostly use this to make water actually lift dirt of a surface, and not just form droplets which just run off without making the surface actually wet. Nano coatings which create a lotus effect wont get wet at all. If anything, water is liquid, and not wet.
