Fravors account is what convinced me of this. He claimed that it was doing weird manoeuvres over a gigantic submerged "cross like" object. I think it was doing calibration and it's piloted by advanced artificial intelligence
I think that the tic-tac pods and the calibration system were both sent into our oceans a long time ago and they just simply carry out surveys and updates of known habitable planets.
To be more /x/ schizoid about it, I believe that the data they transmit back and forth is sent and received by consciousness as there is no limitation
