You realize it takes time to travel to a place, negotiate with the local council, select a site and build an evaporating tower?
I'm not saying I'm certain he was legitimate, I'm saying it's difficult to dismiss it as fraud out of hand for a number of reasons. The fact that cloud seeding quite literally was developed a short while after his supposed work makes it quite plausible that he discovered some solution better than any recreated independently.
