A big part of evolution is just genetics throwing shit at a wall and natural selection passing on what sticks.
You can definitely say that attraction to certain things which could be considered fetishism is partly evolutionarily based though, like big asses and long-distance running ability or big tits and health/fertility.
I've read too that foot fetishism in particular can be somewhat reduced to the proximity of brain regions that process the concept of feet and genitals.
I think most of the other fetishes are just environmentally induced psychology. I.e. I remember in my very hot country, in high school girls would be dressed in quite modest uniforms but would frequently take their shoes off in class. So I'd just stare at them all lesson because the rest of them was covered up.
Supposedly scat fetish often comes from people masturbating on the toilet and ending up in a Pavlov's dog sort of situation where they cross identify the pleasure of orgasm with taking a shit. So eventually shit itself turns them on.
So I guess my point in those last two paragraphs is that I think fetishes largely come from the experiences of an individual's life, not so much from genetics or necessarily even their upbringing. Just random shit that happened to them.
