For instance Russia may not be very smart on average, but their science was dominated by Jews for a long time, which is what gave them the ability to compete with the US in STEM in the first place. China absolutely sucks as science is the thing, though I will admit they have some interesting engineering projects like the north south water transfer, but they don't "compete" in the field of STEM so much as they just listen from the sidelines.
