Do they target black people? Yes.
Do the people they target often have drugs on them? Yes.
Does every college town have a thriving drug trade with primarily white drug consumers and probably dealers too? Yes.
Is this racist? I guess so.
If we want to analyze this problem, we shouldn't look at the police in ghetto neighborhoods. They are just doing their jobs arresting people for illegal drugs. That is why they are hired and its what they do.
We should be asking why do police in white college towns and rich neighborhoods basically turn a blind eye to drug use? Ivy League colleges have cocaine parties with near legal immunity. Why is this?
If you want equality here, the solution is not to lower rates of black arrests. They have high rates of criminality so a high arrest rate is nature. The equality would come from rich white kids seeing equal enforcement. But of course no one really wants that, so then we have to resolve on legalizing recreational drugs.
