The pandemic wasn't planned, but the WHO colluded with the CCP to conceal the pandemic when it might have been contained. Then the WHO lied about its pandemic potential and actively spread bad advice in lockstep with Chinese economic interests.
Even then the impact of the virus in some places, including the US, might have been lessened had left-wing politicians not actively opposed border closures to score political points against a President they were hoping top remove from office.
I can't say anything about ivermectin as a treatment for the wuhan plague, nor will I for some time to come because this topic is actively censored in academia (as was the knowledge of a likely lab leak for the first year and a half). Certainly Pfizer benefits more from a (much more expensive, taxpayer-funded) treatment than simply selling generic existing medication, but motive does not translate necessarily into deed.
