Because you equate ugliness with stupidness which happens all the time -> Halo effect.
Because you wrongfully equate a genetic condition most likely Down's syndrome with a psychiatric diagnosis that attests significantly below average intellectual functioning.
Because many intellectually disabled who are unable to care for themselves simply aren't being cared for. They soil themselves, have their teeth pulled etc.

Arguably because they're rare and nobody has ever seen them as the standard for beauty. They're ugly as sin but in a world where everybody looked like them and were of normal mental capability and the normal people were retarded you'd probably think otherwise.
