Could we ever replicate this process on Earth? (With the tunneling thing)

Is it impossible without stellar amounts of hydrogen (or whatever they use)? Tunneling is not something humans could ever induce? Even theoretically?
(clearly, i have no idea what i'm talking about, just curious)
