It's not a civil service position, it's a political appointee, which means the president selects them. If Biden is letting someone else pick the office holders for him, he's still responsible as he has to sign off on the appointment.

I'm not a clap so don't know but here our minister would be appointed by the head of state with all positions beneath them being filled by people that minister chooses. Our head of state couldn't give a fuck who the "deputy assistant" is except when it's their son / son in law / brother that they lent on the minister to give a do-nothing job to.
