First time and money is sapped away by 'studies' from think tanks, or to satisfy EPA requirements. After millions have been spent on these, they finally decide "yes, I suppose we can build this thing that we allocated money for."
Then the NIMBYism starts, if it hasn't already. Protracted legal fights from people who don't want this sort of infrastructure in their back yard. Or, god forbid, they need to eminent domain people or get easements. All these delays can add millions or even billions and years to a project.
Finally they're able to break ground on the project; the real corruption can start. Depending on the circumstances, the project either ends up overpaying for work from firms that are "trusted" (i.e. buddies with someone in government), or they actually do get the lowest bidder who can't possibly complete the project at their bid and they end up going over anyways. Sure there are surety bonds and such, but those just add even more time and money delays.
Best case scenario we're looking at a new reactor in a decade, probably more like two. The amount we pay for it will be absurd, and it will have worse quality than reactors built last century.
