I think of it this way: if you were to go to the USA, you can still find spots of wilderness that hasn't yet been converted to a farm or parking lot. Those areas have wild animals (analog to humanity) which could live their whole life and not interact with a single human, despite humans flying over head all the time.
No one in America has to convert that wilderness to a parking lot, just to claim it in the name of humanity. Just sign some papers and done!
