induced demand exists because there is unmet demand, people in a city would like to drive around more but the capacity is too low
in rural areas the capacity is met and exceeded with roads easily, but in city centres it is not
widening does not solve it because the roads are not widened enough, and may never be wide enough with just surface traffic, that is why you would need tunnels
at some point people travel around as much as they like to (which is shown by rural roads and smaller towns with no traffic), building tunnels might make it possible to reach this threshold even in cities, allowing people to drive around as much
induced demand only shows that people do not travel (even if they would otherwise want to) due to the traffic being worse than not traveling
