It seems like the intent is, as a treadmill, to control the speed of the plane relative to the motion of the belt such that it doesn't move relative to ground around it or the viewer, in effect asking "if the plane doesnt move forward, can it take off?"
It could theoretically if the windspeed was large, but the experiment makes no allowance of that.
The plane generates lift by moving through the air, if the conveyor belt prevents that movement then it doesnt generate lift.
Or are you saying it's intentionally misleading or a trick question, and the conveyor is totally irrelevant?
