Third world institutions (universities, government agencies, etc) are all basically cargo cult tier; they dress up like they see the westerners dress up, try their best to imitate the words and mannerisms they see western institutions go through, etc. but they don't really understand any of it. The university lecturers are full of barely literate instructors preaching to classrooms of barely literate students who don't actually study or understand any of the material, but just know that if they go to a university they'll become smart and successful. Third world parliaments are full of chimps in suits starting every sentence addressing each other as Honorabo Memba and mimicking parliamentary procedure but with every debate immediately devolving into disgruntled tribes spitting insults at each other and threatening to disembowel each other and rape each others' mothers. Government departments make visitors fill out reams of barely understandable paperwork because it's what they see other countries do, but they don't understand what it's for so all of it just immediately gets thrown in the trash.
